In reaction to what she considered targeted healthcare legislation in Texas, a female politician has filed legislation that would have men paying up to $100 as masturbation fine for men caught in the act.
According to the proposed law by the Democratic state lawmaker, unless men masturbate in the sanctioned session at a hospital or clinic, they would be made to pay the fine.
Jessica Farrar, who initiated the bill as the “Man’s Right To Know Act” wants to use it to highlight how women have been affected by targeted healthcare legislation in Texas, particularly relating to abortion.
She insists that the law will include a mandatory waiting period before a vasectomy procedure (to prevent the release of sperm) or receiving a prescription for Viagra, as well as a “medically-unnecessary digital rectal exam. She hopes that it will show the kind of health care restrictions faced by women in the state as a result of some legislation.
If passed, the law would define masturbation as any ejaculation outside either a vagina or medical facility as an “act against an unborn child, and failing to preserve the sanctity of life”.
While admitting that many people would find the legislation funny, the challenges faced by women in Texas as they try to access healthcare is very serious.
Apart from the fact that the legislation has little prospects of seeing the daylight, Texas’ House of Representatives is currently controlled by a Republican majority and the state has a conservative Christian culture, making it even more difficult.
Among other things, Jessica Farrar wants the masturbation fine as a result of restrictive abortion laws which would see women undergo an invasive ultrasound scan at least 24 hours before they are allowed to have an abortion.
She insisted that the ultrasound has nothing to do with the healthcare of a woman who wants an abortion. Instead, she believes that One of the state’s objectives is to guilt the woman into changing her mind.
As stated by the proposed law, “Masturbatory emissions created in health or medical facilities will be stored for the purposes of conception for a current or future wife.”
Before now, there have been attempts in Texas to make abortion a crime. The law was proposed by the GOP through Tony Tinderhold who introduced the “Abolition Of Abortion In Texas Act”. According to his position, whether a woman conceives through incest or rape, it should be made a crime for her to have an abortion.
The proposed law has already reached the committee stage. If it eventually sees the light of the day, any woman who commits abortion in the state would be charged with murder.
